vorbiscomment: Reading of Vorbis comments from Ogg Vorbis files

This library supports reading of Vorbis comments from Ogg Vorbis files, and will perhaps support writing of such comments in the future; as well as, perhaps, reading/writing Vorbis comments to other file formats (FLAC, Theora, etc).
