HEigs: An interface to ARPACK for sparse eigenvalue problems.

The aim of this package is to emulate MATLAB and SciPy's eigs routines for finding a small number of eigenvalues from large sparse linear systems. Currently only supports a limited subset of ARPACK's functionality. I plan to add more in the future but if there's a specific type of eigenvalue problem you need solved please email and I'll make supporting that a priority.
