* `toSci` and `fromSci` for converting Rational to and from Scientific.
* `showSci` for showing Rational as if Scientific.

  have instances of `DefaultDecimalPlaces` and `NewType`.
* For CSV, instances of `ToField` and `FromField` in the same way.
* Template Haskell functions to generate instances.
