Translate a rule item (terminal or non terminal) It also sanitizes the terminals a bit by skipping empty terminals or splitting multiwords terminals. This means that the following rule

 Foo. S ::= "foo bar" ""

is equivalent to

 Foo. S ::= "foo" "bar"
