regex-posix-clib: "Regex for Windows" C library

Warnings:
- Library does not expose any modules
- 'cc-options: -O[n]' is generally not needed. When building with optimisations Cabal automatically adds '-O2' for C code. Setting it yourself interferes with the --disable-optimization flag.
This CABAL package provides the Regex for Windows C library for convenience on operating systems lacking a POSIX.2 regex implementation.
