Metadata revisions for opaleye-classy-0.3.1.1

Package maintainers and Hackage trustees are allowed to edit certain bits of package metadata after a release, without uploading a new tarball.     Classy MTL extension of the lovely Opaleye library, which simply just wraps things up in a MonadReader , MonadError context where the config & error are constrained by Classy Lenses & Prisms rather than by concrete types
